Crisis Management System (CMS2) - Training in Oilspill - Completed
Goal
The aim of the CMS2 project was to generate a low cost, non-destructive web-based system providing a full-scale environment for training response to incidents of oil spills at the management level.
It is envisaged that the participants will stay in their daily surroundings and control the same resources, that also are available to them in real situations of oil spill.
Target Groups: Four countries are involved in this EU sponsored project namely Denmark, Spain, Norway, and Estonia, with Offshore Center Danmark as project coordinator. Each responsible country partner has a number of local national parties involved.
The country responsible partners are: -Offshore Center Danmark, project coordinator and leader -Centro de Seguridad Maritima Integral -Jovellanos, Spain -Estonia Maritime Academy -Rogaland Training and Education Centre, Stavanger -Antilope IT, Denmark
The beneficiaries are envisaged to be National and Local Environmental Authorities, Coast Guard Authorities, Shipping Companies, Harbour authorities, Police and Offshore Operators.
The target group is educational institutions and maritime training centres wishing to use the developed website based training system.
Description
Participants: The Spanish Centro Jovellanos Integral Maritime Safety Training Centre which is part of the Spanish government body (SASEMAR), the Danish IT consultancy company Antilope IT, and two maritime institutions namely RKK - Rogaland Training Centre, Stavanger, Norway and the Estonian Maritime Academy. Local partners from Denmark are Port of Esbjerg and the Admiral Danish Fleet.
Each time a situation of oil spill occurs, it has a substantial impact on the environment at sea and on the nearby coastlines. The marine and coastal ecosystems are threatened, and the economical consequences for individuals, countries, authorities and shipping companies are potentially enormous. On the basis of recent experiences and well documented accidents at sea – e.g. Erika, Prestige et cetera – with heavy oil spills as a consequence, the main objective of the project is to develop a training concept, which may be used in training oil spill crisis response for personnel with interaction from organizations, authorities and shipping companies. The project will work towards developing realistic training scenarios and an immediate response system for current or former occurences of oil spills so that the division of resources may be evaluated and optimized. A database of past occurences will be established in an efficient and easily accessable fashion, which includes graphical description. The project will be unique within EU.
Mile Stones
The target for the project is a website which provides basic information on oil spill response and which provides interactive courses in responding to oil spills.
The website is already operational from the winter of 2006/2007.
Results
A unique way of training in oil spill management using a web-based communication package, including chat windows, live training instructors placed remotely and easily adjustable training scenarios has been developed.
