Crisis Emergency Management Simulator - Oil - Completed
Goal
To increase the security against, and limit the extent of maritime accidents through the development of research oriented educational programs for maritime leaders and government officials concerning their response to crisis and accidents on offshore installations and other maritime accidents. Currently there is no database for maritime accidents and current maritime education does not take into consideration research based maritime data. Furthermore it is not possible today to simulate large maritime disasters but only smaller disaster scenarios. By investing in the above mentioned project Denmark will be in the forefront of simulating maritime disasters for training purposes. Safety standards are constantly improved domestically and internationally and it is expected that such simulation software will be a financially stable investment.
Description
Participants: Esvagt, Esbjerg Safety Consult, the Royal Danish Admirality (SOK), Maritime Academy West (MUV), Esbjerg Harbour and Offshore Center Danmark.
The development of a complete database of offshore oil spills. The establishment of an educational tool for personnel whom are involved in on- or offshore maritime operations related with ship accidents and the protection of the marine environment from offshore installations etc. This interactive tool should be an up to date and realistic portrayal of operations which may help in testing and developing procedures for responding to maritime accidents, including ship wrecks and marine pollution such as oil spills. The educational program developed from this tool will include the testing of administrative and practical procedures used in case of shipwrecks and for search and rescue operations. The project will work towards developing realistic training scenarios and an immediate response system for current or former occurences so that the division of resources may be evaluated and optimized. A database of past occurences will be established in an efficient and easily accessable fashion, which includes graphical description. The project will be unique within EU.

Results
The result should be the establishment of a complete operating Crisis Management Simulator. Information concerning maritime accidents are collected and registered in a database for past incidents. The education for the training of accident and crisis response on offshore installations and other maritime accidents are established. The first course will have taken place.
